Buliding a 383 stroker? need some insight?

i just picked up a SB chevy 350. I want to make is a 383 stroker motor. Should i just buy a kit and do it that way or is there a better way to do it. with a 383 stoker what is the best cam to run to get a rough idle with. Also if i went .60 over would i have problems running this car on the street. Would it be a reliable motor with what kind of power. Need some help anything would be great thanks. I love suggestions
