Should i move on , stay or what . I need some good advice ?

Ive been talking to this guy for like 2 years or so . Basically , 4 or 5 days ago i asked hem like what are we doing are we a couple or what . And he was like we can be , so im like okay ? ( make it happen captin / make a move / what dose that mean? ) and he just changed the subject on me . And now when i texted hem , he dosn't txt back. So what im asking is like what do you think is going on ? Is he seeing someone else ? Should i move on ? . Ps : he just moved back here from Ny like a week n a half ago and i havent seen hem but he has seen ALL of his friends. He also posted a picture on Facebook with hem and this one chick .
