Bored.060 over makes the motor what?

Im looking for a block to start building a 383. I found one but the guy said that it is ready for a 383 stroker kit. but he said it's a chevy small block 4 bolt main .60 over set up for a 383 stroker kit , Sounds nice but the specks dont make scene i thought it is bored .030, with a 400 crank and 5.7 rods is a 383 stroker. can some one help me out. 21 year old gear head. that just stuck lol.
